I've really enjoyed getting some sound effects from Sound Bible. While they're not specific to video games, they have quite the database, and as long as you give credit, it's mostly usable commercially and royalty free. Also the idea above sounds really cool.

Cool! But it says it exports in .WAV format. Doesn't Stencyl only support MP3?

Audacity is handy for making retro sound effects. And you can record your own sounds and modify then. I made a page sound effect by actually flipping a page in a quiete room.
