I started using aseprite, which is AWESOME, and pretty easy to use. But now comes the big deal... I stink at pixel art. Anyone have any suggestions or tutorials on making 16-bit pixel art?

These are really good. They don't just teach you to create pixel art, they teach you how to adopt a frame of mind that allows you to be creative with pixel art.

You probably want 8 bit, it'll decrease the file size a lot :) you can even get it down to 4 bit most of the time. :)

I like 8-bit, but I'm trying to make a game that's like the rpgs from the 90s

I think he meant 8 bits per pixel (bpp), which is 256 colors (way more than enough for a pixel art sprite).  Does "16 bit pixel art" even mean anything?

Read somewhere that 16 bit comes out to around 65,000 colors.

EDIT: So I found something that says for 8 bit you have 256 colors, then for 16 bit for each 256 colors there is 256 shades in between. 256 * 256=65536 colors.

I know that, but "16 bit pixel art" sounds odd because pixel art doesn't use that many colors.
