Color Selection

So... for my next game, I want to go for some more "colorful" graphics, if you will (compared to my latest game's graphics). I've heard about stuff like color ladders and what have you, but how you make them is sort of a mystery to me. They LOOK simple enough, and I wonder if you just create them by looking to have some sort of pattern to your RGB values, but I'm not really sure.
