Scroll screen on Mobile? -HELP

Hey guys,
nearly every game/mobile app has the feature to scroll down if you swipe up and scroll up is you swipe down. How exactly can I do this in Stencyl? I can't seem do get it, so a 'step-by-step' explenation would work wonders for me
