Access Forge without opening a game. [IMPLEMENTED, b368]

Steps to reproduce:

1) Open a fresh instance of SW.

2)

Downloading doesn't crash SW (or seem to do anything for that matter besides raise an error.)

Also works if stencylforge is greyed out, a backdoor for users not logged in.

The image seems to be down. Basically choose to get more extensions from the extension manager.

We're actually going to resolve this by making Forge open whether or not a game is opened and then to block you from downloading a resource if a game isn't open.

Yeah, I guess it's close enough to public beta so that solution would work.

Just an idea, but maybe you could make another sidebar (or something) that would be called "Downloaded Resources", which would have resources you downloaded when a game wasn't open, which you could use for all games. I would be useful because we might have resources we need for most games, we couldn't remember how to make them, and we don't want tohave to download them each time.

Yeah, we've talked about this in the past, and I agree. Kinda like a local cache of Forge resources.
