Bounciness Not Working Properly

It seems that bounciness is broken somehow. I have a ball actor affected by gravity, and it bounces off another actor, a line. When both actors are set to a bounciness of 1, the ball actor bounces a bit higher with each successive collision. Additionally, if I set the ball to 1 and the line to 0, then we would expect NO bounce to occur, but the same thing happens. There are no additional forces on the ball.
