[SOLVED] Can you set scenes to have multiple layers by default?

Is it possible to set up a game so that any new scene has multiple layers as the default?  Like having a Layer named HUD automatically?

If not is there a way to make an event or behavior create a new layer with a set name?

In cases like this I set up a "template" scene and just copy it whenever I want to make a new scene.

That sounds great.  I didn't know that I could copy scenes.
