Scaling for mobile games

So I've made a game with a background that is set to 480 x 320

I've set the scale mode to "Scale to fit (full screen)"

However on the iPad simulator it looks ok. On the iPhone version - there is a big bit of space on the right hand side that isn't there on the iPad version. Should I be using code blocks to set the width of assets, rather than placing them where it looks good on the scene editor? Here a couple of screen shots to show you what I mean...

Yes, set them in relation to the screen, not the scene, so you will need to account for the width of your actors.
