Does anyone have a buoyancy behavior?  Or what would be the best way to do in/out of water,  physics settings for actor and water current..

It's an interesting problem. I'm going to think out loud so this might not be thought through properly.

So you have a number attribute that refers to the water level which cycles smoothly from -2 to +2 (or whatever number you want. Bigger numbers mean bigger ripples). The speed at which the water level changes is the water current. Larger numbers make it 'ripple' faster and the value can also be used to push the lure.

Next, the lure has a number value that's constantly trying to match the current water level, but it does it a little slower than the ripples.
