Stopping multiple tile collisions when spawning an actor.

I'm trying to have an actor spawn when my hero collides with the tiles. My problem is that I can't figure out how to stop the collision being recognised multiple times after I first hit them. My boolean attempts are not going well nor are my - if control is pressed and tile is collided with .. create the actor coding ideas. I don't want to change the tiles to actors because this actor spawn is only happening within the first 30 seconds of the level starting then I'm disabling it.

Am I making this over complicated?  Should I be making this relate to movement instead? As in the collision only occurs once until I move away and then walk/jump into the tile again? <-- not that I know how to do that >.>

Rather tan tiles, I've been using regions. Used it a lot here
