Suggestion Issue: Blocks for getting safe area insets on mobile devices with notches

Apple introduced the iPhone X years ago. Since it was the only device on the market with the "notch" at the time, developers were left to detect that device and layout their UI elements appropriately.

There are now more iPhone X models, and even Android phones are beginning to feature the notch sometimes. (#1771, #1850)

To make these unsafe areas easier to workaround, we'll add some "safe area inset" blocks to Stencyl.

Instead of placing an button at (0, 0), for example, you should use (left inset, top inset). Instead of (screen width, screen height), you can use (screen width - right inset, screen height - bottom inset).

The new blocks are available in private build 10634, and will be in public release 4.1.0.
