Bug Issue: Tint effect applying wrong color on Windows and Ccpia

b9510, I'm on Windows 10.

Using the tint effect on an actor on Windows and Ccpia, the color is different from the selected. In my example game, the red becomes blue (perhaps it is using the negative of the color?).

Flash and HTML5 seems to be working fine.

Press Z to apply the effect, X to remove all effects. The code is in the actor's events.

Confirmed fix in all platforms. I will note though that adding the tint effect to the actor multiple times stacks in Flash (as in, it tints over the previous tint each time you apply the effect). All other targets the tint is only applied over the normal actor's sprite.
