Bug Issue: Some actor frames seem to be offset

I'm on build 9853. I'll attach a video of what I mean. This did not occur in the previous version of Stencyl I was using, 9782 I think.

In the video, Red Arrow shows up in the top middle of the screen, it has the issue I'm mentioning. Also when an enemy dies a puff of black smoke appears which has the same effect.

Can you attach a sample project reproducing the problem?

So I tried to recreate the issue in another project. Couldn't get the issue to come up. I used the same images I use in my game. I then tried creating a whole new actor in my game and I still get the issue. I'm at a loss here...I'll keep trying

I attached what my actors look like before I compile the game.

I noticed something like this also today in build 9857. I wasn't sure if it had always been there and I missed it, or if it was new.
