Bug Issue: Fullscreen scale is messed up in Windows (but works in Ccpia)

When I switch the game to fullscreen, the game is scaled/zoomed-in totally wrong, normally much bigger than the monitor. The lower I set the game scale for windowed mode, the more it's zoomed in fullscreen.

The bug is present in Windows, but it works properly in Ccpia.

The bug is present in the same way in every fullscreen Scale Mode (Stretch to Fit, Scale to Fit, etc)
(.......except for "No Scaling" which isn't applicable here, and for "Full Screen" which seems to be broken with a different bug because the game doesn't scale at all in either windowed or fullscreen.)

From how it looks, it seems it's taking the difference in scale that there SHOULD be between windowed and fullscreen, and then applying it twice as far as it's supposed to. So if the window's dimensions are about half of the monitor's, the fullscreen game will be about twice as big as it's supposed to be. If the window's dimensions are slightly smaller than the monitor, the fullscreen game will be slightly bigger than it should be. And if the window's dimensions are actually larger than the monitor's, then the fullscreen game is smaller than the monitor.
