Today my most productive app has been removed from google play, I believe, for the GDPR issue
Google writes me:

Hi developers at Riccardo Mattavelli,

After review, En1gm4 2 - Enigmi e rompicapo, com.riks.enigma2, has been removed from Google Play due to a policy violation. This app won’t be available to users until you submit a compliant update.

Issue: Violation of Usage of Android Advertising ID policy and section 4.8 of the Developer Distribution Agreement
Google Play requires developers to provide a valid privacy policy when the app requests or handles sensitive user or device information. We’ve identified that your app collects and transmits the Android advertising identifier, which is subject to a privacy policy requirement. If your app collects the Android advertising ID, you must provide a valid privacy policy in both the designated field in the Play Console, and from within the app.
Next steps: Submit your app for another review
Read through the Usage of Android Advertising ID and User Data policies, as well as the Developer Distribution Agreement, and make appropriate changes to your app. If you decide to collect sensitive user information, be sure to abide by the above policies, and include a link to a valid privacy policy on your app's store listing page and within your app.
    Make sure that your app is compliant with all other Developer Program Policies. Additional enforcement could occur if there are further policy violations.
    Sign in to your Play Console and submit the update to your app.
Alternatively, you may opt-out of this requirement by removing any requests for sensitive permissions or user data.
If approved, your app will again be available with all installs, ratings, and reviews intact. 
If you’ve reviewed the policy and feel this removal may have been in error, please reach out to our policy support team. One of my colleagues will get back to you within 2 business days.

Reading paragraph 4.8 clearly states that there must be a pop up of consent for tracking data for advertisements.

Edit:
I added a privacy policy and written to google ... everything seems OK, now the game is again available on the store...

Saw this a little later than I would have liked, but just to be sure if I remove the availability of my app to all countries excluding European ones I should be fine correct?  Unfortunately I’m out of the country and don’t have access to my mac to update the game with the Unity ads, so this is my only option.

Just sucks when 70% of my revenue comes from Europe :/ (even if its not much, still enjoy seeing a little bit of change in my Adsense account).

I'm updating my games and I'll do it in the next few months.
I have no intention of removing them from the stores.
My personal opinion: I do not think that tomorrow they will come to your home to make a sanction...
P.s.: In Italy, the privacy guarantor gave 6 months more before making sanctions.

Why are you doing so ?

The problem will be still present in all your app that has been downloaded and if no one download your update, you still have this GDPR problem.

I think that you can make invisible your app for all Europe country,  so no update now, and after the SDK integration.

Really, I don't know what to do, but something, someone call help us to better understand

Forgive me, but it makes no sense what you said about the "non-updated" apps.
If the user does not update the game, it's not my problem.
I made the necessary changes to be GDPR Compliant and my legal duties are completed.
In my games I'm putting a link to the privacy that the user can read.
From the AdSense (does it include Admob?) console I have selected not to display personalized ads in my games for all European citizens for my "non updated" games.
I do not think a developer can do anything else.
I will never delete or hide my apps from the European stores, also because in reality I do not save any user data, it's Google that saves user data and should think about it to solve the problem, as it did Unity.... and if Unity has solved the problem by itself, I do not understand why it can not even Google...

I do not know how to create extensions, otherwise I would have already started to do it ... we hope that the Stencyl team will consider integrating the Consent Sdk.
In the meantime I'm updating my games excluding AdMob and using only Unity Ads.
When Stencyl allows it, I will re-integrate Admob again

What sort of bugs? I don't think it was working on Android in 3.5.

On Android and iOS  the test ads works
But I had to replace all the unity extension blocks in the scenes of my project.
The bug I found that if I do "clean project" and sometimes even without doing it, when I build the game, all the unity blocks  give error and the build fails.
The solution that i've found, after hours of testing, is to go into the manager extension and disable and re-enable the extension manager and the extension of unity.

Today, Abmob has added the option for European citizens, but says that it is mandatory to ask the user for consent.
I wonder if stencyl will update to intergrate this function.

No I have just been using Robins Unity extension, I haven't released any games in 3.5 but I think it still works. Im also in the process of getting a new Unity ads extension built.

I tested the Unity ext in stencyl 3.5, works but if it has some bugs

I'm deleting Admob out of my games for Unity, which I already use for rewarded videos.
How many customers will lose AdMob? Smart  move Unity...
But I expect a decrease in earnings.
I hope that Admob realizes that he has not managed the thing in a smart way.

Also, we'll need to include a method to remove consent at a later date (also required by GDPR) - google need to implement an option for non personalised, non tracked ads in Europe otherwise this is going to make for a bad user experience, (especially if you need to also ask for permission if you use analytic).

I Agree.

For google (Admob/Adsense) we have 3 "simple" ways:
Ask the user if he wants personalized ads and collect his personal data
Ask the user if he does not want personalized ads and collect his data anyway (cookies only)
Ask the user if he does not want ads or not force the user to decide

In the first case the user must give his consent in our game
In the second case, the user must give his consent in our game
In the third case, the ads will not be show and we must implement a way to earn the same without the ads. To charge the user with a version of our game without ads (paid version of game)?

Will Stencyl update itself to implement all this?

The sanctions for the violation of privacy are very high and also involve non-residents in the EU in case they have users residing in europe
