Bug Issue: Clear image does not obey game scale

b10248, running on Windows 10. Bug happens on Windows export and HMTL5.

Using the "clear image" block does not follow the game's scale (x1.5, x2 etc). If I switch it to retain, it follows the scale correctly. Using the "Enable image API auto-scaling" block doesn't change it.

Sample game: there's a scene event that clears the image at an actor's position. On Flash, it is cleared correctly, but on HTML5 and Windows it clears the image at half of the actor's position (because the game is at x2 scale).
