Bug Issue: for each [actor on screen] doesn't work in when created

Looks like the calculation for whether an actor is on screen isn't done until the update loop. Perhaps this should be done on demand when the "for each actor on screen" loop is used and none of the onScreen state has been set yet.

The "for each actor of group" doesn't seem to work in "when created" either.  It's also reported here: http://community.stencyl.com/index.php?issue=722.0
