Bug Issue: Using > than X amount of RAM crashes the game on scene loading

This is a longstanding problem that has plagued my game for many months. If my resources for a scene total larger than X amount of RAM, the game will crash on loading every time.

Things I know:
===========
- it only happens on scene loading
- it varies, scene to scene. The more complex the scene, the lower the RAM ceiling
- delaying/phasing 'when created' events does not alleviate the problem at all
- shaders don't seem to have any impact on this issue
- ttpete is not having this issue, and he uses more RAM than I do
- switching all sound resources to 'music' type instead of 'sound effect' helped, but not enough
- the problem got worse over time. scenes that used to take 400 MB went down lower.
- the problem got even worse when upgrading to a faster computer (I think?)

Currently using build 9703.

I see a lot of atlas loading at the end of the logs.  I also don't see any scene transition messages, so are all those atlases being loaded for one scene?  If so, could there be a lot of resources in those atlases that aren't being used in the current scene?
