Bug Issue: letterbox borders are missing

When I go into fullscreen the black letterbox borders for letterbox scale mode are missing. The bug is recent, the last build I ran my game in was from 4 days ago and the borders were fine.

It's acting weird.

In borderweirdtop.png there are some really gnarly edges on the top of the screen where it stops drawing the tiles. Nevermind!!!! It's just that there are 2 parallax background layers with edges that don't line up, and I don't see a button for deleting the attachment.

In borderweird2.png it shows a scene where oddly the borders actually work like normal where actors are cut off, except it's the colour of the scene background instead of black.

Still not fixed in b9835

It appears the background colour never gets drawn on the borders anymore.
But actors appear overtop the borders sometimes, depending on the scene?
And I have a fade in effect using tiles that overlaps the borders too for some reason, even though the rest of the tile layers don't. (pic attached)

Could it be that the borders are being drawn between certain layers?

I figured out more info about the letterbox borders.

It looks like for whichever is the furthest to the back layer that has tiles, the border is drawn between the tiles and actors of that layer.

So a scene with 1 layer with tiles and actors will have the actors appear overtop the border.

If there's a scene with multiple layers with tiles, the tiles on all the layers except the back one will get drawn above the borders. (and all the actors too)

If there are no tiles in the scene then the borders appear to work properly and be in front of everything.

Maybe if you can't see the bug happen then you need to make sure you have a layer with tiles and then also other things where the borders are?

Related is another issue that for once the letterbox borders should appear in front of shaders. Thanks!!!

Oh, so as long as there are no tiles and therefore the bug doesn't happen, then the letterboxes ARE overtop the shaders, which is perfect. It's only the bug that's a problem now.
