Bug Issue: fullscreen shaders + actor effects cause things to disappear

Fullscreen shaders and actor effects on at the same time create tons of visual glitches of things either not showing.

And blend modes also create other problems or make them worse, but it appears that you need the other two to have problems. Blend modes + actor effects, or blend modes + fullscreen shaders, don't seem to cause any problems on their own.

There's too many combinations that can happen to try to figure out. Under different conditions different actors will not be visible and only some of the time it appears to be only actors with blend modes turned on, other times it seems to be actors on certain layers, other times it's everything except those on the HUD. Sometimes the tiles on a layer with a blend mode will become invisible as well.

I remember these problems happening a while ago in 3.5 and I hadn't seen them for a long while, and now they're back.
