Bug Issue: Visual error on bottom line of pixels when transitioning scenes

The bottom line of pixels aren't tinted properly when transitioning in fullscreen, on desktop and iOS.

This may only happen when "Scale to fit (fullscreen)" is selected, but I'm not sure.

I added a quick fix for the fade transition in b9922 but other transitions still have this issue and I'm sure it extends beyond transitions.  The problem is that some things that are drawn based on the screen edges don't actually extend to the very edge of the screen depending on scaling settings.  I'm not sure if there is a way to avoid this on Stencyl's side without adding a bunch of padding as I did for the fade transition.
