Currently the easiest way to detect whether or not an animation is finished is to create an extra frame at the end of the animation and do this:

However, this is inefficient in regards to file size and memory usage because your animations will be larger than they need to be, containing a frame that will never be used for visual purposes.

There should be a block that returns true when an animation is on its final frame and its duration has passed.

Doesn't the "is animation playing for actor" boolean block handle this?
