Bug Issue: Shaders + Actor Effects makes the top layers flicker

b9937, running on Windows.

On windows export:
1- Set two layers on the scene. Place tiles in the top layer and an actor on the bottom layer.
2- Apply a shader to the game. I'm using brightness, but it happens with any shader with any value (brightness 100 and Hue 50%, for example). Some might be harder to see.
3-Apply a tint effect to the actor on the bottom layer.

This results is the top layer will flicker black when the tint effect is applied. I believe this happens in the layers above because the issue doesn't happen if you only have one layer, The actor in the top layer also doesn't flicker the bottom layers.

Sample game: press Enter to apply a shader (brightness 80%). Press Up to make the actor flicker with the tint effect (the Up key event is an actor event, the flicker is handled by the behavior attached). You will see that every time the tint effect is applied, the top layer will flicker black.
