b10011, on Windows 10, happens on Flash and Windows export

I've tested the following combinations with all scale modes:
Scale x1, Allow Scale Switching on and off.
Scale x2, Allow Scale Switching on and off.
I then compared the results with the "App Scaling" article on the Stencylpedia. Everything seems to work as described, except No Scaling. Trying to screenshot it gives a different result, so I'm attaching a sample game.

The best way to describe it is that the game has black borders on the sides, but actors and tiles can draw on those black bars until they are completely inside them, at which point they disappear. The right side of the screen has a higher limit until the tiles disappear.

Sample game: arrows to move left and right, Z to toggle fullscreen, X to exit fullscreen. Game is set to Scale x1,  Allow Scale Switching Off and No Scale.
