If you press "é" , it doesn't appear in the character code.

There is a workaround using in a text field
http://community.stencyl.com/index.php/topic,57627.new.html#new
Sadly I don't think there is an other way. I remember seeing this trick in an openfl forum.
I think the workaround should be integrated in Stencyl
(let's hope for a Stencyl fully compatible with all other languages soon ;) )

The onKeyDown function ignores key codes over 7000.  Is that the problem, or is it something that isn't supported by OpenFL's KeyboardEvent?

I think it isn't supported by the KeyboardEvent. I don't think the char code for "é" is over 7000, I think it's 233  .
Here's an interesting topic. https://community.openfl.org/t/lime-keyboard-event-confusion/8808/34
