Bug Issue: Collision bounds don't scale when the grow block is set to 0 seconds.

This bug didn't exist in Stencyl 3.4

In Stencyl 3.5, the "Auto-Scale Collision Bounds" feature doesn't work on any actor when the grow block is set to 0 seconds.
