Bug Issue: Effects persisting in animation frames

b10246, happening on Windows 10.

Bug happens on Windows export. Doesn't happen in Flash.
It looks like when you first apply a tint effect to an actor, that color or the whole effect is saved for every frame of animation that is executed while tinted. If you try to tint in a different color, the saved color will be applied.

Sample game TestAnimations: based on Flargy-Filler's setup. Arrows to move, enter to reload the scene. The code is all in the actor and scene events. There is an actor the size of the screen on the scene. It gets the pixel based on the player's position, and tints it accordingly. It has an exception to not apply the tint when the color found is white. To see the bug, move to one of the spotlights, exit, then try entering another one.

Sample Game TestAnimationsSimple: A simpler setup. Up will tint the actor red, Right will tint blue, down will remove effects, and enter will cycle through 7 different animations. Tint one color, remove effects, switch to all animations, then tint the other color, and note that the first animation will have the first color, while all the rest will have the second color.

Edit: ignore the first TestAnimationsSimpler, I forgot the switch animation code there. The rigth one is the second TestAnimationsSimpler.
