Bug Issue: Blocks don't always show the correct drop highlight color

Blocks can be placed regardless of the color, so this doesn't make anything impossible, but the color is supposed to be a hint that tells whether the code will compile or not, and it's sometimes not correct.

There are some screenshots of this in Blocks are INCREDIBLY FRUSTRATING issue.

If anybody has other instances they'd like to share, feel free to attach a screenshot here.

As the pictures I've attached show, there seem to be two remaining issues.

1. Blocks think it's okay to be placed under the wrappers they belong inside.
2. Wrappers that have attached blocks are automatically seen as an error because of the context requirement of that attached block.
