Problem
When the random integer block is hovered, the help text on the lower bar, says
"returns random integer between the first number (inclusive), and the second number (exclusive)."

Solution
After two days of testing, experimenting, and process of elimination I fixed the problem. It turns out the second argument in the random integer block is inclusive and not exclusive. like the help text suggested. I was using 'n+1' instead of 'n' as the second argument.

Recommendation
Either change the random integer block's second argument to actually be exclusive, or change the help text to reflect that both arguments are inclusive.

Soo...the second argument is ... ?
Inclusive.  I changed the help text, not the block.
