is there any way to set set the back ground so it doesnt follow me?

You can upload the image as an actor or collision-less tileset and put it in a background layer.

alright, can you recall anything in stencylforge that makes actors appear behind tiles?

You don't need a behavior. In the scene designer you can add a layer (or layers) and move it below your standard layer to make it a background layer, then place the actor there.
