Without paying the $99 and $25 you can still export your app for ios and android but you cannot publish it on the app store or play store.
Just to clarify the issue of licence fees...
The free version of Stencyl allows you to create and
test your game on an Android or iOS device. BUT you cannot test a game on an iOS device without paying Apple the $99 developer licence fee. You can test on an Android device without any costs at all.
If you want to publish your game to the Apple App Store, you must have paid the $99 to Apple. If you want to publish to Google Play store, you must pay Google their licence fee (I think it's still $25).
As far as I am aware, the only way you can get your own iOS app to run on a device without paying Apple, is to use a jailbroken device. For the record, I have created an XCode app and installed it on my own jailbroken iOS devices, without having an Apple developer license. I guess this should be possible with a Stencyl-generated iOS game, but I haven't tried it. Presumably you would first need to export the Stencyl project as an XCode project (I'm pretty sure this requires a Stencyl subscription).
