It will be god sent to have particle system in 3.0. Games play and visual can be greatly enhance with this powerful tool. I'm just wondering why this awesome tool are not in piority list yet? Fx effect work side by side with game making.

A particle system is in the plans, just not for 3.0. There's already an immense amount of work as is, and isn't enough time to tackle something major and new for 3.0.

You need just 5 blocks for making any fx you want "do every n seconds", "grow self" "fade self" "set x speed" "set y speed"

That works for a simple, ad hoc system, but artists could stand to benefit from something natively built in and reusable, something you can place into a scene like an actor. Actually, the way I imagine it, a particle system IS an actor, just a different graphical representation.

Of cause, native particle system will be cool, for example, if you can make something like this tool

it will be very usefully, but you are already have made ability to create many actors. more actors - better quality of FX.
And we can make just FX behaviors now, for fire, smoke, explosions where we can setup particle elements, speed,spread radius, number of particles etc. User just downloading behavior "fire" (for example) from forge and place it everywhere he want, and customize as he want.
