Most probably with distance joints. Each string is probably drawn dynamically, but it could also be a bunch of tiny actors as string fragments.

I'm just wondering how he kept up his framerate.

The framerate actually goes down if you shoot many strings, but it doesn't affect the gameplay.

The author did a good job considering the game was made with Stencyl 2.2 (?). Usually, it requires a power user with the skills to create efficient code (ever wondered why so many Stencyl games perform poorly? Inefficient code).

I can ask when he requests his license. My guess is that he used a combination of distance and hinge joints combined with actors per segment to pull that off, rather convincingly.

(I didn't have any hand in the judging, though that's also one of the picks I'd have made.)
