If I uploaded a game on a website. Is it possible for someone with a smart phone to play a flash(PC) game. i.e if a flash game has mouse Down code in it will it register those as touches in the Flash game.

Yes it will.

IF the smart phone user has flash on their phone!

I have a Samsung Galaxy SII running Mozilla (IMPORTANT) I am able to run a flash game.
The finger acts like a mouse so the actions mouse pressed and even mouse drag are still registered.

But you should not rely on the fact that smartphone users have flash on their phone and a native app has a better experience.

Hope this helps.

Perhaps a bit unrelated, but if you want some more details about touch events in Stencyl, you might want to look at my videos explaining touch events >> https://www.youtube.com/watch?v=3IT5QfHQnYw

Cheers!
