Scroll screen by dragging?

So I'm wanting to make a  menu that you can tap and drag to scroll though - pretty much like on a website on any given smart phone. Though I feel like I've learned a whole lot over the past few months of using stencyl, I'm not quite sure how to accomplish this... Can anyone point me in the right direction?

I also keep getting this error when editing scenes, whether it being trying to change layer or add a region:

Just copy this into a scene behavior and apply the behaviour to the sceane u want to scroll in... and it should do the job (a bit) as it's not exactly like a smartphone brower... but really close
