Publishing Student Apps to Kindle Fire

I've done a search that seems to reference being able to us Stencyl to publish apps to the Kindle Fire, but I don't know how to check ahead of making a subscription purchase that this is possible. With the educator's plan, will my students be able to design games that they can test on a Kindle Fire HD 7 without having to publish to the Amazon App Store?

Apps can (unofficially) be loaded to a Kindle by exporting them as Android apps and sideloading them (as APK's). You can't publish them directly to the Amazon App Store or test directly via USB cable, though.
