Does the folder "C:\Users\Ľuboš\AppData\Roaming\Stencyl\stencylworks\android-sdk/android-ndk-r7b//platforms" have android API platforms in it?

Maybe Debug > Android > Reinstall Android SDK will help.

This is just another idea, but maybe there's an issue caused by the unicode characters in your account name.

I went as instructed but I found only the first \bin, second there I do not have

So I tried to run it off stencyl on my notebook which is 15 years old
Notebook has no name Ľuboš but Lubos
One scene compiled approximately 1.5 hours.
But finished it and it works.
So I'm going to reinstall PC and changed his name and hope it all goes well.

You don't need to "reinstall" your PC.
Just go to "File>Preferences>Workspace",
and move Workspace Folder to a new location.
