A fundamental question about ORing two comparisons

To check if a variable is  <=0 or >=0 

Isn't that just saying "always".  It seems like once you OR those comparisons you are accounting for every possibility.

Here's a snippet of the code from the Health Manager Behavior that has me wondering.
