How to properly tint in Stencyl?

I'm looking into tinting assets ("apply effect: tint" ). I've noticed that whenever I'm trying to build a mockup by using Photoshop and layer effect "color" it never matches the result in Stencyl.  How to test colors in Photoshop for using "apply effect: tint" in Stencyl?

I don't know how Photoshop computes a tint. I dug through the engine code and found the tint effect used by Stencyl uses "ColorMatrixFilter" which appears to be an ActionScript3 thing. So maybe Photoshop has something related? Apparently there's not a standard algorithm to compute "tint".
