Can we make games for windows without buying stencyl?

Hello there! Today I made my first game with Stencyl.
But I couldn't Publish for Windows.
Then I found out that if I wanted to Publish for Windows, I would have to pay at least $ 99. I wonder without giving this money
Can I make a windows game with Stencyl?

No. You can make and publish to Flash/HTML5.  With the free version, you still have access to all Stencyl features, except some export options.
