Google Play suspended the game

Google continues it's a crusade against indie developers and now it suspended my game because I left somewhere extension of Vungle (ads distributor).
Now it says I can still upload a new version but all the buttons in Release Management are greyed out for me. The email says:

Sign in to your Play Console and submit the updated, policy compliant app using a new package name and a new app name.

What does it mean "a new package name and a new app name."?
Does anyone know how and what to do to fix that?

Did they say why?

They mean.. re release the game... new name... Ie Headless Remastered... new package name.. com.yourgamenamehere.version2

So new application or game all together ... no updating this game again.. losing all downloads and ratings.. sorry bud.. happened to me a few times also

The reason:

Issue with your app
We found your app is using a non-compliant version of Vungle SDK which contains code to download or install applications from unknown sources outside of Google Play.

If necessary, you can consult your SDK provider(s) for further information.

BTW, at that time I didn't even use Vungle. I used AdMob already, but Vungle was probably an extension that stayed somewhere in the code.

I was confused that the 1st screenshot says

Publish a new compliment version of your app

So I thought that there is a still an option to upload an update.

At least people here should know that if they are going to use different from AdMob ads network they might be suspended from the store if this network is using Vungle.
