Can stencyl develop PS4&PS5&XBOX games? ???

The obvious answer is no. Clickteam and GameMaker Studio may be able to do that, but Stencyl can only make Flash (deprecated), HTML5, Windows, Mac, Linux, iOS, and Android games.

Games for any platform other than PC have to be ported. You can hire someone to do the porting process, and some Stencyl games have been successfully ported to Switch.
