I have the same problem; works on flash and my brother's android phone.  Using atlases but no effects; still has actors represented by white dots.  Everything else works.

My game works on flash and my brother's android. 
I bought my brother's phone for beta-testing so memory might be the problem (Google Play Console says it is compatible).  On my beta phone, I only see three white dots, but the background and sound is running. 

I will try the Atlas thing and see if it applies to all with the same problems (works on Flash; everything else works except actors is a memory problem)

1. Updated Java to version 8 update 60 (August 18, 2015); "Encountered errors while building your game; ..."
2. Reinstalled 3.3.2; "Encountered errors while building your game; ..."
3. Log Viewer; "Failed: Building for Flash (Return Code: 1)"; "Warning: Font file missing for ..."
4. Lost the files somehow on update? but still on dashboard; re-saved fonts; no more warning; still cannot compile
5. Compared to the newest flash player version (
6. Used older backup import file (before new build); same as before
7. Made an empty game with one scene; same as before
8. Downgraded to 3.3.0; "Unexpected problem:  Ouch, this should not have happened! ..."; probably Stencyl updated my game to fit the newest build
9. Uninstalled; re-downloaded; reinstalled as admin; WINNER (this one worked for me)

For my game, it was working in Stencyl 3.1.x but when I updated to 3.3.2,  it just says "Encountered errors while building your game; ..."

I am not sure for this one: even if you do not have any collisions on, enabling the continuous collision still seems cause lag.

Does the background needs to be initially moving? 

EDIT:  Tested it and it requires to be "initially" moving but the background can start with no movement by using the code in "created" event. 

Make sure you set the charset to custom and add the characters in the font setting.
You may also need to use this function, depending on how you enter the text:,30954.msg178780.html#msg178780

The link no longer works; I was wondering it had the answer to my question of how to use the characters from the custom list.
