I know that it's possible to use MP3s in Flash games, but is it possible to use MP3s on HTML5 games? It says that MP3s are required for Flash/HTML5 games, but it seems that it only works for the former.

It depends on the browser you're using. If the browser supports ogg, it will use the ogg sound. I haven't looked recently, but historically, some browsers only support mp3 and not ogg, so for full coverage of browsers, you need to supply your sounds as both mp3 and ogg.
