While dragging a block, you can only scroll while actually moving the block. Holding the mouse in one position doesn't allow you to scroll. Luyren confirmed this and added that "after you move the mouse while holding a block, you get one mouse scroll available. If you stop scrolling, you can no longer do it until you move the block again."
