Old Bugs (1.x/2.x) / Why does this happen?

Every time i press "Create a New Game" this window comes up, whenever I mouse over stuff some of it appears and some doesn't. After a while most of it appears but i can't see anything above the drop block kit I think. any help would be appreciated.
Forgot to mention that I'm also running this on W7 and when I first downloaded it, it was fine and I didn't have this problem. I've tried re-installing it but it didn't help.
