Bug Issue: b11622 Cannot import MP3 or OGG sound files.

b11622, on Windows.
When attempting to import either an MP3 or OGG sound file into a sound resource, I get a "Failed to Read File" error message. These are sound files used in previous project and they have worked before.

Attached are the logs and the MP3/OGG sound files tested.
