App Store is not receiving apps for iphone or ipad with versions below SDK 13, Stencyl 4.02 only allows export until 12.04.

The versions you're able to export to in Stencyl depend on what version of Xcode you have installed. You'll need to update Xcode to be able to export to later versions.
