Have to press down-arrow twice to select first item in Open Resource... list

In the Open Resource... (ctrl+o)  window, the down-arrow key must be pressed twice in order to move your selection from the search box to the first item in the list. Expected behavior is for the first item to be selected the first time down-arrow is pressed.

This is fixed if you type only one character, but if you type multiple characters nothing will appear to be selected and it's like the old behavior.

Thanks for improving this. This still has unexpected behavior though.

If I want to select the second item, I have to press the down arrow key twice, despite the first item already being selected the first time I hit down. The first time you press down, all that happens is the focus changes from the search bar to the list. When I press down, I expect the selection in the list to always move down, without exception.
